Essay 2 (400 Words) – Ayushman Bharat Yojana: Rural and Urban

Introduction

Ayushman Bharat Yojana is a significant healthcare scheme launched by the Prime Minister of India on 23rd September 2018. The main objective of the scheme is to provide cashless hospitalization to around 50 crores poor Indians under the aegis of Pradhan Mantri Jan Arogya Yojana (PM-JAY). PM-JAY is one of the two components of Ayushman Bharat Yojana, the other being Health and Wellness Centres (HWCs).

Pradhan Mantri Jan Arogya Yojana (PM-JAY) – Rural

Almost 75% of India’s population resides in villages. Statistics revealed that a staggering 85% of the rural population has no access to any of the healthcare insurance or assurance schemes. A majority of them have to rely on borrowed money from money lenders and other sources to meet their medical requirements. This further pushes them into debt and makes their financial condition worst. Keeping this in mind the PM-JAY provides a health insurance cover of Rs 5 Lakh to poor rural families.

Pradhan Mantri Jan Arogya Yojana (PM-JAY) – Urban

When it comes to health insurance schemes, even the urban areas reveal very worrying statistics. Despite being more accessible than the villages, almost 82% of the households do not have any kind of health insurance scheme. Also, around 20% of the poor residing in urban areas meet their medical expenses through borrowed money. The eligible urban individuals will be provided a health insurance cover of up to Rs 5 Lakh.

Medical Facilities Provided

The amount of Rs 5 Lakh allocated under PM-JAY can not only be utilized by an individual but also by the family as a whole. The cover includes medical and surgical expenses in 25 specialties including cardiology, pediatrics, orthopedics, etc. Also the amount 5 Lakh is annually provided and is also applicable in conditions when the ailment is pre-existing.

The expenditure is shared by the centre and state governments in a ration of 3:2, which is 60 to 40%.

PM-JAY covers a number of critical diseases and surgeries like prostate cancer, double valve replacement, bypass surgery, pulmonary valve replacement, skull base surgery, spine surgery and surgery following burns among others.

Conclusion

Ayushman Bharat Yojana is an ambitious scheme that seeks to provide healthcare to poor Indian rural and urban families. It also saves around 10 crore Indian families form the financial burden and debt that they would otherwise incur in meeting their health expenses. Also, the scheme will let India reach the Sustainable Development Goals (SDG) by 2030.

Launch of Ayushman Bharat Yojana

The Ayushman Bharat Yojana was launched by Prime Minister Shri Narendra Modi on 23rd September 2018 at Ranchi in Jharkhand state. The event had a large public gathering and the Prime Minister also laid the foundation stone for two medical colleges – one at Chaibasa and another at Koderma in Jharkhand state.

Speaking to the public on the occasion, the Prime Minister told about the essential facts of the scheme and that it will directly benefit around 50 crores poor Indians.

The Background of Ayushman Bharat Yojana

The central government of India, from time to time, publishes the National Health Policy to dictate and guide the future implementation of health programs. Ayushman Bharat Yojana was incorporated in the 2017 National Health Policy.

In the past, there had been a number of efforts by the central as well as the state governments to implement government-funded health insurance schemes under the aegis of National Health Protection Schemes (NHPS). Some of these schemes were – Rashtriya Swashtya Bima Yojana (RSBY), Senior Citizen Health Insurance Scheme (SCHIS), Central Government Health Scheme (CGHS), etc. However, these schemes worked independently and none of them were linked to primary health care, which tends the poor. With the objective of removing the shortcomings of pre-existing health insurance schemes, the government of India launched the Ayushman Bharat Yojana.

Two Components of Ayushman Bharat Yojana

As recommended by the National Health Policy, the Ayushman Bharat Yojana has two main components as listed below-

  • Health and Wellness Centres (HWC)

India had a preexisting network of Primary Health Centres (PHCs) that function to provide basic healthcare needs of the communities. These Primary Health Centres (PHCs) were upgraded to Health and Wellness Centres (HWCs), with the objective of preventing non-communicable diseases and keeping a check on the number of hospitalization.

  • Pradhan Mantri Jan Arogya Yojana (PM-JAY)

This is the second important component of Ayushman Bharat Yojana. The main objective of PM-JAY is to meet the hospitalization expenses of the eligible families in such a way so that they don’t have to go through any financial crisis, whatsoever. PM-JAY works in close coordination with state governments in the identification of the beneficiaries and providing them cashless hospitalization. Many preexisting schemes have been merged into the PM-JAY Yojana. The scheme provides a cover of Rs 5 Lakh to the beneficiaries covering all operational, diagnostic and medicinal costs. However, the amount may differ from state to state depending on the contribution made by the respective state governments.

Eligibility for Ayushman Bharat Yojana

The Ayushman Bharat Yojana will benefit around 10 crore Indian families in the lower-middle-income group. Out of which 8 crore families are from rural areas and the remaining 2 crore is residing in urban areas.

The Prime Minister has already stated in his opening speech that the scheme will directly benefit around 50 crore individuals, which is around 40% of India’s population of 130 crore.

The criterions on which eligibility is decided are different for both the village and urban beneficiaries. The eligibility of village inhabitants is decided on the living conditions, income, etc.; whereas, for the city population, the eligibility is decided based on the occupation of every individual.

Conclusion

Ayushman Bharat Yojana is an essential healthcare scheme that affects the life of 40% of India’s financially poor population. The eligibility criterion for the scheme is only poor financial condition and it doesn’t discriminate based on caste, creed, religion, or other demarcations. It also shows the commitment of India towards Sustainable Development Goals (SDG) 2030.
